I am directed by Mr. Secretary Shortt to refer to the letter of the 25th ultimo from this Department on the subject of the smuggling of Chinamen into the United Kingdom and to forward for the information of Mr. Secretary Churchill the enclosed extract from a statement made by Wong Pean, a Chinese subject now under arrest at Liverpool on a charge of landing in the United Kingdom without permission. I am to request that the information contained therein may be forwarded to the Government of Hong Kong for such action as may be possible against the man Wah Cheung Lung.
